Dolby Atmos Audio can be played in almost any device, you just need the correct player with the codecs for it.
I suggest the following apps since they already have the codec and no tweaking is required:
Windows: Media Player Classic (get it from the K-Lite Coced Pack)
Android: PowerAmp or MXPlayer
